EPCM Services Framework

Following an exhaustive qualification process in early 2014, PROjEN secured a place on BP’s UK framework to provide EPCM services on their 7 fuel terminals across the UK. Our services are required for a varied portfolio of medium sized plant improvement projects which to date have ranged in value between £350k and £2.5m.

The Project Scope

Key to our appointment was having robust systems and procedures in place and being able to provide a flexible team able to respond to varying project workload and the specific technical requirements. This ensures that maximum value is obtained from the EPCM services for the various projects. PROjEN are currently working on a number of projects across several BP sites. We are pleased to be able to boast that we have been successful in developing a style and level of service which matches BP’s requirements. Deliverables and resource levels are agreed in advance and teams have been kept deliberately compact in order to maximise retained knowledge and maintain tight control on the project budgets.

The Challenge

As a benchmark we are working to reduce the previous average EPCM fee from 30% to below 20% (of the total project cost).

Transition Management was also given particular attention to make sure BP standards, systems and procedures (including BP’s project stage gate process) were understood before commencing any of the projects. This was achieved by the production of a detailed assignment execution plan, produced by PROjEN which was reviewed and agreed with BP. This defined practically how the various projects would be undertaken by the PROjEN team and ensured that the right level of effort was applied for a given project stage and not overstated. This also helped establish the working relationship which has been developed at a number of levels between BP and PROjEN and has ensured the right people were selected for the team.

This framework gives BP access to a large team of skilled multi-discipline engineers and project delivery specialists that can be quickly engaged through the framework to deliver a variety of project types.


Both parties have a genuine vested interest in the success of this relationship and have worked hard to ensure that it is a success. Genuinely collaborative relationships ate extremely valuable and can support efficient and cost effective project development and delivery when supported by a well-considered framework agreement.
