3 year Multi-Disciplined Engineering Framework



Essar Oil is a fully integrated oil and gas company of international scale with a strong presence in exploration, production and retail. The company has access to a global portfolio of conventional and unconventional, onshore and offshore oil and gas blocks, with about 35,000 sq km available for exploration. Essar’s Stanlow refinery is a significant facility within the Essar operational portfolio and currently services 15% of the UK demand for automotive fuel.

The Project Scope

PROjEN are one year into a three year multi-disciplinary engineering design and project management framework, which is being delivered under a bespoke customer contract. The framework was competitively tendered and we were chosen as a result of our extensive service offering and successful track record in the petrochemical sector. Our involvement to date has been focused on Tier 2 works (which can be defined as smaller, complex projects within an operating environment typically designed to deliver process improvements). In short, the work we carry out on site keeps the facility running at the required capacity whilst maintaining its compliance with a wide range of legislative requirements.

Key services delivered to date on a range of projects include: Project and Construction Management, Process, Mechanical, EC&I, Civil & Structural Engineering, QS, Procurement, Laser Scanning as well as the provision of a number of site based seconded discipline engineers.

The Challenge

As with any new client, there needs to be a balance between ‘hitting the ground running’ and taking the time to get familiar with the client’s systems, processes and protocols. Fortunately Essar are an astute client and worked very closely with our personnel to ensure that the knowledge transfer process was balanced with our workload for the first few months of the agreement. This ensured that we could integrate seamlessly with the site operations and engineering teams in as short as time possible whilst maintaining progress on the critical project portfolio.


We have invested in forming strong relationships with Essar at all levels. We are now considered to be a trusted engineering partner following extensive ‘relationship building’ work during the tendering process and through building trust through good project delivery.

Project Cost

We manage a portfolio of projects with individual capital values of up to £1m. At any one time we are managing several projects at various stages of their development cycle.


Project timescales vary from a few weeks to around a year, (when all phases of the project development cycle are taken into consideration).

This type of collaborative three year framework has given Essar access to a large team of engineers with a vast range of skills and experience. Essar previously employed some contract engineering personnel directly, this arrangement has given them the ability to transfer these personnel to our control allowing us to ‘flex’ their involvement as the project demands fluctuate.


This is a relationship that benefits both parties.  PROjEN gets predictable continuous work, whilst Essar gets access as required to engineering resources. Both sides value the relationship and work hard to ensure that it continues to succeed.
