Vopak operates bulk liquids storage terminals in key strategic ports. Vopak own and operate specialised facilities including product tanks, jetties, truck loading stations and pipelines, as well as providing access to road and rail networks.
This project was awarded to PROjEN and involved the specification, design, procurement, construction site management and the commissioning of a Ship offloading, fuel blending and tanker loading facility.
The key challenges of this project included the requirement to develop the project from inception right through to beneficial operation within 1 year. This was successfully achieved with the first commercial tanker fill just 12 months after we started the project. In addition, the project involved the construction of a new facility within an existing operating environment involving flammable materials and with multiple vehicle movements taking place adjacent to the project boundaries.
The project was delivered on time and to budget in line with the PSLG’s post Buncefield recommendations.
The completion of this project allowed the client to enhance the service provision to his clients by establishing a North East based fuel storage and distribution facility.
The delivery of a working and compliant fuel processing facility within a very short period of time was vital to supporting the business growth aspirations of the client. However, the project was designed and built at a time when legislation/guidance was changing as a result of the incident at the Buncefield fuel storage depot. This required that the client employed a business that was not only experienced in the delivery of projects in live operating environments, but also had a highly developed understanding of process safety and the associated legislation.
